Noemi Developer 3% – 50ml

Noemi’s 3% eyelash & eyebrow dye developer has been created to work perfectly alongside the Noemi hybrid dye range.

Thanks to a creamy consistency, it facilitates mixing and does not drip during application.

Directions For Use:

1. Mix Noemi Oxidant and tint in a 1:1 ratio.

2. Mix until you get a creamy consistency.

3. Leave it on for 10-15 minutes.
